The settings in the Java Control Panel are not used by standalone and self-contained applications. I tried to use the router at home (FritzBox), and I also used tethering via my iPhone as a personal hotspot (and this in turn using mobile data via its SimCard) - just to rule out the possibility that my FritzBox is blocking some ports which are needed for the update. The Java Control Panel is used to control how Java and JavaFX applications that are embedded in a browser or are launched from a browser run on your computer. Internet connection itself (wireless) works fine.
